Roleplay Standards

Knowledge Levels Vary

You are not expected to know everything that pertains to being a police officer. Watching some procedural police drama or comedy shows will certainly help you get by in roleplay. Remember it isn’t always about making an arrest or winning in roleplay, it’s about facilitating a story.

Be vocal about your actions. “Is there anything that will poke, prod or stick me in your pockets?” This gives them the chance to say yes or no. This lets them determine what they have. Just like if a criminal character is going to commit a crime against a person they should give the other party the space to pick a direction. Being vocal gives them a prompt, we can only hope they take the bait.

Controls and Functions

Our community’s server has a load of controls and functions for our role in roleplay. We’ll be predominantly using the 3rd eye to interact with objects and people. You’ll occasionally use other keys outside of E to interact with something in particular.

Quick Department Keybinds

Key - Defaults Function

Hold left ALT key Third Eye (3rd Eye) F2 Dispatch Notifications F11 or /mdt MDT System F4 Emote Menu E A very common interact key Z A radial menu X Release Escort

Try as we might, we may not be able to get everything into Third Eye interaction menus. If you find you’re always reaching for some menu and it isn’t integrated into 3rd eye please mention it.

Police Vehicle Controls

There aren’t many but you’ll use a combination of Third Eye and Radial Menu. The radial menu is sometimes your savior if you are stuck in a spot you can’t use the third eye, like escorting for example.

Third Eye Controls

You can use the third eye on vehicles and players to access common police commands.

  • Cuff (Soft Cuff)
  • Escort
  • Search
  • Put in Vehicle
  • Take out of Vehicle

Escorting

Escorting a player is tricky sometimes. They must be handcuffed or dead to be escorted as of launch. The basic workflow is to start escorting another character to where you want to go and press X to release them. At this point you can use your third eye to perform another action like placing them in a vehicle.

Radio Usage

The Los Santos Radio Communications Authority is an administrative body appointed by the Governor of San Andreas to regulate the use of radio frequencies in the Los Santos Metropolitan Area which includes Los Santos County, Blaine County, including the Sandy Shores, Paleto Bay, townships and municipalities.

Our administrative duties include the governing of the 500 radio frequencies and their sub frequencies which are for public use, private use, and emergency services use.

We’ve assigned the radio frequencies in the following manor: **All Department Dispatch **

  • Ch. 1

Fire & EMS

  • Ch. 1.1 - Fire EMS Main
  • Ch.1.12 - Fire EMS - ER (Doctor Comms)
  • Ch. 1.13 - 1.19 - Scene Ops / Misc Use.

Police

  • Ch. 1.2 - Police Main
  • Ch. 1.21 - Detective Comms
  • Ch 1.22 - 1.29 Scene Ops / Misc Use

**Public Use **

  • Ch. 2.0 - 500
  • The use of a unified dispatch depends on the population at the present time. Lower population times departments can bounce “dispatch” calls off each other. Example: “Dispatch show 78 is 10-8” or “Dispatch show 3010 is back in service and returning to quarters.” Should the need arise Fire/EMS and Police departments can break out onto their own assigned Main channels to handle their own dispatch and to reduce audio clutter.

Radio Etiquette

Wait for a clear moment, press your radio keybind, wait for three seconds, speak the information you need to convey, count to two (2), release the key.

Example: “27 is 10-76 to your location”

Dispatch Radio is shared between Police, EMS and Fire Department services so you must make sure when you turn your radio on the PD Radio setting.

If you must turn your radio off to roleplay a scene or are with a patient/victim/witness/suspect, please notify ‘dispatch’ prior to disabling, and notify when you turn the radio back on.

If there is an emergency take your time, be clear and concise and if you need to talk over current comms you say “10-3 Hold Radio Traffic”. If you hear this code you should maintain radio silence to allow the officers or dispatch to make the call. This should only be used if it is an emergency situation that needs immediate attention. Normal radio chatter can continue once signal 100 is lifted by dispatch.

When partnered up assign yourself a single unit number for example “27 and 31 will now be known as Unit 1”

If a panic button is sounded, all officers must go radio silent until the highest ranking officers available hands down orders. All officers must be ready to assist as soon as possible. This button is to be used -only- for extreme emergencies (if an officer is in a position where they are not able to contact other officers via the radio)

Radio chatter should be kept to a minimum, restricted only to department codes and dispatch-related information only."

Warrants

To request a warrant, officers must provide full case details to a detective or supervisor to bring to a Judge explaining the situation, and provide the necessary reasoning for the warrant. The officer must be clear on what type of warrant they are requesting. Request in PD DOJ Liaison Channel with the provided template from DOJ templates channel in discord.

Search Warrant To search a vehicle or building owned by the individual - Judges can create these. Arrest Warrant To make an arrest with substantial evidence - Judges can create these. Bench Warrant To search and arrest an individual who misses a court appearance - Prosecutors and Judges can create these

Once the warrant has been approved, it can be processed on the MDT.

Police HQ

The police stations are the base of our department’s operations. Safety and security in these buildings are our top priority so as to ensure we’re able to conduct our duties to protect and serve.

Locked doors

All doors that can be locked except the front doors to the lobby should be locked at all times. Officers have a key available to them and can lock and unlock doors by pressing ‘E’.

Only BAR approved lawyers & contract workers should be allowed within locked areas of the police station unless otherwise permitted by a supervisor.

All lawyers and visitors shall be searched prior to being taken to meet with their clients and then again before they exit the jail area. Lawyers seeking to speak with a client shall queue up in the lobby. An officer will escort them to the jail area after searching the lawyer.

Once a lawyer has finished speaking to their client they should ask or call an officer to let them out of the jail center. If an officer is not present at the police station the lawyer should call for assistance.

Internal Department Discipline

Incidents involving officer misconduct, abuse, or any other infraction will be thoroughly reviewed, logged, and habitual behavior noted for disciplinary discussion amongst Supervisors. Discussions and investigations into these infractions can be conducted by any Supervisor.

As a Cadet you may be removed by supervisors within the FTO department if you fail to meet expectations required of the role.

If an officer feels they need to report another officer for misconduct or abuse, they should use the department reporting form. Officers are not above the law if it is found they are breaking the law, it will lead to a discussion based around your actions and may be subject to any subsequent charges

The Armory

All officers should be running with this equipment listed below:

  • Flashlight
  • Nightstick
  • Tazer
  • Pistol MK-II (Get at Probie)
  • Shotgun (Get at Officer)

All other items in the Armory should not be touched unless you have been given permission by a supervisor or your subdivision unit type allows for it.

Evidence Locker and Weapons

When weapons are confiscated from a suspect, they should be placed into the evidence lockers. Exceptions are made for the following weapons, which are to be handed over to a member of TAC, or a Lieutenant:

  • Class 2Heavy Revolver

  • Double Action Revolver

  • Heavy Pistol

  • Class 3Advanced Rifle

  • Assault SMG

  • Guesenburg Sweeper

  • Bullpup Rifle

  • Carbine Rifle

  • Compact Rife

  • Combat MG

  • Combat PDW

  • MG

  • Musket

  • Marksman Rifle

  • Marksman Rifle MKII

  • Heavy Rifle

  • Sniper

  • Heavy Sniper

  • Any Class 4

Internal Investigation

As an officer of the law you are expected to uphold a standard of transparency. If an internal investigation takes place; an officer is to speak honestly and answer all questions asked of them as if to pass a lie detector test. A lawyer provided by the department may be present to protect the department and maintain an officer’s best interest. If an internal investigation happens and you fail to truthfully respond to all questions, reprimand up to and including termination of your position may be taken. In many cases this would also involve not upholding the white hat policy, in which the city council (moderation team) would get involved.

Probable Cause

Probable cause is a reasonable belief that a person has committed or has the intent to commit a crime. For probable cause to exist, a police officer must have sufficient knowledge of facts regarding the incident in question to warrant a belief that a suspect is committing a crime. The belief must be based on factual evidence, not just on suspicion.

In general, probable cause must exist before a search, seizure, or arrest by law enforcement. Search warrants and arrest warrants are only issued upon a finding of probable cause (only delivered down by a Judge), and warrantless searches or arrests must meet the standard of probable cause to be admissible in court.

If an officer has doubts about searching a suspect, a seizure, or arrest, then that officer can seek permissible grounds from a higher ranking officer. Always be comfortable leaning on your superiors or more experienced officers for support when unsure of how to proceed in a situation

Probable Cause for Civilian Search/Detainment

When finding probable cause to search someone you must notify them of the probable cause and that they are going to be searched. Probable cause is:

  • Having a weapon in their hand, and/or trying to hide it
  • Threats of any kind
  • Fleeing or Eluding
  • When asked, the explanation of their situation doesn’t make sense.
  • Interfering with an investigation/active situation
  • Trespassing
  • If you can get consent then you can search without probable cause then do so however refusing consent is not probable cause

Probable Cause for Vehicle Search

When finding probable cause to search a vehicle you must notify the owner of the probable cause and that their vehicle is going to be searched. Probable cause is:

  • Possible in a Traffic Stop, depending on the situation (smell of drugs, impairment, etc)
  • When a vehicle is involved in a crime regarding illegal items such as narcotics or weapons it must be searched
  • If a vehicle is abandoned
  • If you can get consent then you can search without probable cause however refusing consent is not probable cause

Helicopter Usage

You can use the helicopter if:

  1. Weather conditions are acceptable (No thunder storms or heavy fog) If the weather does change to these while flying you should immediately land for your safety and others in the area.
  2. Terrain is not easily accessible by land vehicles (Mountains, islands, building tops and water based rescues)
  3. You are fully trained and signed off by the supervisor
  4. You have supervisor’s permission. (If no supervisor is available, youdo notuse the vehicle)

How do I get a license?

Please contact the Sergeant to organize your training with the flight instructor.

Can I use the helicopter for personal use?

NO! This is never permitted, if you are found doing so, disciplinary action will be taken.

Where can I land the helicopter?

You can:

  1. Land the helicopter in any open field.
  2. Use any helipads available to you.
  3. In a mountain rescue, use best judgement.

Can NOT:

  1. Land on a roadway or pedestrian walkway.
  2. Land on rooftops without helipad access without supervisor permissions.

Who can use the helicopter?

  • Anyone who is trained for the Emergency Helicopter Pilot license and has been cleared by the supervisor.
  • Must be added to MDT before usage

Use of Force and Response

24/7, Rob’s Liquor, and Jewelry Store Robberies:

Suspects can negotiate from a store robbery with no hostage if they leave their weapons behind. If there is a hostage, negotiate as normal.

  • 2 Units Respond (No Hostage)
  • 3 Units Respond (Has Hostage)

Vehicle Boosts

  • 3 Units Can Respond, prioritize Highway Units
  • Approach Scene with Non-Lethal unless Lethal is Presented.
  • Spikestrip Only If Chase Exceeds 15-20 Minutes

Fleeca Bank Robberies:

If a suspect has a hostage, negotiate as normal. If the suspect has no hostage, attempt to defuse and convince them to surrender.

  • If the suspect refuses to surrender, and 3 officers are present, breach and detain the suspect. (If no hostage.)
  • If fewer than 3 officers, allow the suspect ONE demand for escape and abide to it. This
  • is to protect officers from getting gunned down from a more heavily armed suspect. (If no hostage.)
  • 4 Units Respond

Pacific Standard Bank Robbery / Blaine County

  • ALL officers will be class 1 lethal until every suspect is identified to be non-lethal, once This determination is made, there is to be one non-lethal officer for every 2 lethal.
  • If breaching is required, all breaching officers will be lethal. It is to be assumed that with a job of this caliber, the suspects are lethal even if they are hiding it.
  • If negotiations seem to be not escalating, the 1st on scene is to hand over to the highest ranking TAC on scene (supervisor if no TAC). This officer will make one last attempt to defuse, then give orders to breach if there are enough officers available to breach both doors.
  • 5-6 Units Respond

Traffic and Warrant Stop

Traffic Stops

Traffic Stop Initiations

  1. Call in 10-38
  2. Keep your vehicle stopped 15ft back on a slight slant
  3. Radio in location, direction, vehicle description, number of occupants, and if additionals are needed.
  4. Always call a 10-28 if dispatch is clear and available to perform it.
  5. If you feel uneasy about a situation, do not hesitate to call for an additional

Traffic Stop Interactions

  1. Proper approach - busy street vs. quiet street (use your discretion to approach from the driver or passenger side)
  2. Never situate yourself in the dead zone between your cruiser and the suspects vehicle
  3. Position yourself behind a frame for your protection (the bar between front and rear window)
  4. Identify yourself (name, rank, department)
  5. State why you pulled them over (don’t ask, tell them)
  6. Ask why they did what they did (medical emergency?)
  7. Get their ID and go back to your car

Officers are free to develop their own approach as long as you use this as a basic guideline for traffic stops

Wrapping up a Traffic Stop

  1. Run a 10-27 (drivers license check)
  2. Give warning or ticket (explain if it is a verbal or written warning)If they’re new to the city or not a repeat offender, they are encouraged to give a verbal warning.
  3. If they have a warrant, see: felony stops otherwise tell them they’re free to go when your lights are off.

Felony Stops

Starting Felony Stops

  1. If you believe a Code 5 is necessary, spend at least 5 minutes tailing the suspect until you have solid confirmation of the suspect’s identity.
  2. Wait for backup (Call a code 5)Backup should be code two when called
  3. Second cruiser or any additional should pull to the left of officer on scene (form a ‘^’)
  4. Step out of car behind door (press “Q” well getting out of the vehicle to keep door open and use as cover) with your service weapon drawn and aimed on the occupant(s)

Giving Orders

  1. Officer first on scene (should be situated on the right) will ‘shout’ to the occupants of the vehicle
  2. Hands up (H)
  3. Keys out window
  4. Slowly open door with left hand
  5. Get out face away
  6. Two steps to the left and walk towards my voice (in first person to do this)
  7. You can choose to have them get on the ground (Ctrl) or have them get on their knees and place their hands behind their head (Z)

Felony Stop Detainment

  1. First responding officer or officer on right will approach and cuff the suspect, giving up the role of talking to the additional
  2. Any additionals will keep service weapons aimed at the suspects vehicle
  3. Drags perp to the hood if one occupant or to the rear of the vehicle for safety if more than one.
  4. Perform a search of the suspect, “Do you have anything that will stick me, poke me, prod me or otherwise harm me?”
  5. Secure in the back of cruiser

Clearing/Searching the Vehicle

  1. Announce approaching vehicle (LSPD)
  2. Two officers advance at the same pace on each tail light with weapons still aimed on the vehicle
  3. Continue once each officer is ready, walk up side of car whilst being aware of crossfire
  4. Both officers will shout “clear” for their respective sides and subsequently search the vehicle. (open trunk)
  5. When scene is clear, call for a tow or impound appropriately

Firearms

Pistol MK-II

  • Probationary officers and higher authorized for use. (Cadets authorized only if trained and permission granted by a superior.)

  • Primary weapon to be used in most circumstances.

  • Used only when officer feels there is a significant risk to their safety, such as:Responding solo to a scene.

  • A lethal threat has been seen in the possession of the suspect

  • Hostage situations.

  • Officers are outnumbered at the scene.

  • Provides minimal risk of collateral damage to other civilians.

  • Press E to activate the flashlight.

Shotgun

  • Officers and higher authorized for use
  • One authorized for scenes involving lethal force for small time criminal activity
  • Only to be used when a class 2 or above is confirmed on scene
  • Breaching and clearing confined spaces
  • Should be used as point entry, as well as leading the team in clearing

Assault SMG

  • Officer and higher authorized for use, with TAC/Supervisor approval
  • Only to be used when extreme threat is confirmed (Multiple Class 2 Weapons or any Class 3/4)
  • This weapon is to be kept by Corporals and Above. It is to be kept on your person but “kept in your vehicle.” NEVER HAND THIS WEAPON OVER TO NON-PD
  • Must have received TAC general weapons training before authorized for use.

  • This weapon must be kept on your person but “kept in your trunk”. NEVER HAND THIS WEAPON OVER TO NON-PD, DISCIPLINARY ACTION WILL BE TAKEN

Heavy Sniper

The Heavy Sniper is an extremely lethal, high-caliber rifle, and should only be used when all other options are considered and exhausted and/or lives of citizens or officers are in immediate peril. The Heavy sniper may only be issued to, and used by those with active Sniper Certification, at or above the rank of TAC Corporal, or Lieutenant and must be stored securely in the Marksman’s vehicle or precinct at all times when not in use.

Usage

Supervisors may request a Marksman to be present and ready with their Sniper in extreme situations including but not limited to:

  • Tactical Raids in which Class-3 weapons are likely to be involved.
  • Counter-Sniper situations in response to a sniper-rifle or similar weapon.
  • Hostage Negotiations where the hostage is likely to be harmed or killed.

Procedure

Before a marksman may fire their Sniper, they must first request and receive unanimous permission from all on-duty supervisors. If no supervisors are on duty, or the situation is dire, the marksman must make a judgement call either themselves or with their fellow officers on whether or not to fire their weapon. Additionally, a marksman does not need to request permission to act as a Counter-Sniper

Dispatch

  • The role of Dispatch is key to keeping the department focused and organized. If units are noticed spending time outside their zone, you can check in by contacting them via text or a phone call.
  • Dispatch should make every effort to become a unit, or to be a dedicated dispatch in the lobby of one of the Precincts.
  • Dedicated Dispatch MUST have a vehicle ready out front of their Precinct in the event all officers are tied up and they need to respond to a call.
  • Dispatch’s job duties are as follows:Assign Zones and Units to Officers. Unit names should be short and should have a notation if a civilian ride along is present.
  • Communicate with EMS and Fire when they call or when Officers ask for their units on a scene.

Dispatch Officers to scenes

  • Watch cams and communicate on active robberies.
  • Identify and determine types of shots fired at locations. (automatic, semi etc)
  • Monitor the locations of Officers and adjust their status appropriate to their situation (10-6, 10-7, 10-8 etc)
  • Keep radio calls CLEAR and CONCISE.
  • Call RTO (“Radio Traffic Only”) when the radio becomes chaotic.

Scene SOP’s

Vehicle Pursuits

Vehicle pursuits are some of the most dangerous times to an officer and our citizens. Please use extreme caution when conducting a vehicle pursuit. While in a pursuit it is important to keep calm. Maintaining a safe distance to allow you time to react to the maneuvers of the suspect means more to an officer than speed. If you keep your car on the road and do not ram a suspects car more often than naught they will eventually disable their own vehicle. Always attempt to use spike strips to disable the suspects vehicle, if this fails then you may move onto other more aggressive methods.

  • Primary UnitThe primary unit is the first car behind the suspect. This car’s main job is to keep the suspect in sight.

  • Secondary UnitThe secondary unit’s job is to communicate the location, heading, and cross street/landmarks (“turning right onto North Great Ocean”) to request any additional units to plan and position themselves to deploy spike strips, block, or slow down the suspects car.

  • Additional UnitsAny additional units on a pursuit should attempt to position themselves in front of the suspect vehicle. If additional units are unable to maneuver into a position to lay down spike strips or set up for a rolling roadblock they should maintain a safe distance from the secondary car and prepare to take over that position if the need arises.

Rolling Roadblocks

If there are enough officers available in the pursuit, then a rolling roadblock can be used in an attempt to disable or stop the suspect’s vehicle. This maneuver can be achieved by using four vehicles instead of a physical barrier; however vehicles are more likely to be moved out of the way by the suspect’s vehicle and therefore not very effective in most cases. This should only be used when roads allow for three vehicles to drive side by side.

Pit Maneuver

A pit maneuver is a method used to force a vehicle to turn sideways, causing the driver to lose control and stop. This is done by clipping the fleeing vehicle’s rear wheel on either the driver or passenger side. The following criteria must be met before asking permission from a supervising officer.

  • Speeds less than 40 MPH or supervisor approval after at least 5 minutes of pursuit
  • Are you in an area with enough room? (be aware of your surroundings and locals!)
  • Do you have a secondary unit behind you?
  • Have you tried everything else? (spike strips, rolling roadblock, boxing cars in, etc. get creative!)
  • If everything else has been attempted, only then may an officer radio in for permission

Rolling Roadblocks and Pit maneuvers work best in areas where you can use a physical barrier such as a concrete median, wall, or other solid object. Surround the subject with the fastest vehicle moving to the front while others move to the side and back. The front vehicle should begin to slow down while the ones on the side maintain a close but safe distance from the suspect. The rear vehicle should be close enough to prevent the suspect from breaking and slipping out from behind the side vehicle.

Deploying Spike Strips

If additional units are able to set up ahead of the pursuit you can deploy spike stripes. -Spike Strips will not affect local vehicles so do not fear using them on a busy road. -Once you have them deployed you must let your fellow officers know where so they can avoid them. -Tasers are not to be used on tires, while live fire from service weapons may never be used unless shots are fired from pursued vehicles.

Use of force

Officers are permitted and obligated to use lethal force on a suspect when and if the safety of a citizen or the officer is at immediate risk.

Non-lethal items

  • Any melee weapon that is not a sharp object.
  • Stun guns (tasers)

Lethal items

Knives

  • Sharp objects
  • Firearms of any class
  • Explosives.

If a person tries to hit you with a vehicle, this is attempted murder and you are within your rights to use lethal force.

Officers are expected to make themselves known loudly (shout) when clearing buildings or during felony stops prior to taking any actions.

Crowd control

Crowd control is needed from time to time when the situation calls for it. If you are involved in a Code 2 [Active Situation], and you see the situation has the potential to escalate, you need to notify Dispatch that there is a Possible 10-34 [Riot], you will need Code 5 [Requesting OIC], and 10-78 [Immediate Backup] on your 10-20 [Location]

Steps for Crowd Control:

  • When you 10-23 [Arrive at Scene], get a mental count of the citizens that are nearby or watching at a distance.
  • Establish a 20 meter perimeter around the Code 2 [Active Situation].
  • Declare yourself, [Dep][Rank][Name].
  • If anyone breaches the perimeter, give one warning to maintain the boundaries.
  • If an individual breaches the perimeter twice, then they are to be restrained in your custody. It’s advisable to place them inside a vehicle.
  • Once the current Code 2 [Active Situation] has been declared Code 4 [All Clear] then you will question and process the individuals who did not respect the perimeter.
  • At the end of the day this is the most common situation that you will come across. This is because individuals have an uncontrollable curiosity for situations that they are not directly involved in. You must keep calm in these situations because individuals may react badly when they are forced to face the repercussions of not following directions.

Arrest, booking, and detainment

Arrest vs. Detainment and Attorneys

It is important to be able to distinguish the difference between an arrest and a detainment. That being said, there are various ways to move scenes along while still asserting your presence as a law enforcement official. Our mission is to maintain peace and to avoid being oppressive by force just because we have the power to do so. As officers, we will follow this simple 3 rule guide:

  • We ASK you to listen if not,
  • We TELL you to listen, if you don’t comply,
  • We MAKE you listen

This should provide a simple yet effective guideline to fulfill our work as Officers.

Detainment is different from an arrest. Officers may detain a suspect for further questioning or to collect other evidence from witnesses or objects within 15 mins of initiating detainment. If at the end of the 15 mins you don’t have substantial evidence for an arrest you should let the suspect go free.

If the subject immediately requests an attorney, continue their detainment at the jail center to allow for their attorney to arrive.

Before placing an individual under arrest we must have reasonable suspicion and evidence that a crime has been committed by the individual in custody. Arresting on an issued warrant is based on evidence gathered over a series of events from witnesses or objects left behind. Refer to MDT notes.

Officers are required to read the suspect their Miranda Rights BEFORE questioning the suspect (any questioning that happens prior to Mirandaizing can not be used as incriminating evidence and will not hold up in court) and inform them WHY they are being arrested and the crimes they’re being charged with.

Once you’ve read them their rights you should obtain their identification (if you haven’t already) and search their person and seize any and all illegal items or weapons. These items are turned into the evidence locker and listed in the MDT report.

Fingerprint/Cheek Swab should be sent to Forensic Analysts (note in civilian file they were taken.) Mugshot should be added to the civilian file. This is taken after a suspect is found guilty of a crime.

Search and Seizure

All evidence found on a person, at a scene, or within a person’s property (vehicle, house, etc) should be catalogued via photos in MDT and stored in the storage locker. Photos should be directly uploaded to MDT and not linked when possible.

Assets should NOT be seized unless a charge deems that a loss of assets should occur. This includes money found from robberies.

Money samples can be taken to be run against marked bills from a bank / store, and/or stored in evidence to increase chances of a conviction."

Charges

Arresting officer(s) are responsible for charging suspects and negotiating with their lawyer (if they want one &/or one is available). If a suspect wants to go to court, please review and ensure your MDT report is thorough and complete then contact a Judge so they can be made aware of it for a bench trial. If the Judge feels a bench trial will not be able to handle the charges it will go to a bench/jury trial at which point, a prosecutor will need to be contacted to handle the case.

If not, abide by the following guidelines:

  • We are not here to relentlessly punish. Give charges that are FAIR in a timely manner. A suspect should NOT be in our jail cells for more than 30 minutes unless they are actively being defended by a lawyer.
  • Everyone should be offered bail!
  • Should they choose to fight it in court and can’t afford bail, process and send them to jail as if they pled guilty.
  • With a sentence 30 minutes or less & where it is deemed safe to do so you can charge the suspect with community service or time in a cell. Community Service should never exceed 30 jobs.
  • If you are looking to push a life sentence, ensure you speak to a Lieutenant or above as they are who can approve the pursuit of said sentencing.
  • Ensure you account for time served that an individual is either actively in medical or waiting in our jail cells.
  • If a lawyer is not available for the suspect, officers are encouraged to use your Officer discretion. (OOC, please avoid sending people away for long times, especially when no DOC are around, unless it is obviously necessary. I.E Murder charges, terrorism, shooting 20 cops, etc.)

Attorneys

Attorneys have a right to privileged conversations with their clients. To ensure privacy, both client and attorney should be placed in one of the interrogation rooms and be encouraged to use the whisper command while officers leave the jail area until otherwise notified by an attorney via phone or emergency call. (Note: there are no time limitations for this)

If the client so wishes, the attorney can continue the discussion of the crime or be present when further questioning is performed.

Officers will work with lawyers to address sentencing/fines/charges within reason. At 30 minutes of deliberating an officer can use their discretion to state any further arguments can be heard in court. Officers are encouraged to work with lawyers but are not required to submit to their terms.

If the attorney or client submits a non-guilty plea then a Judge will be contacted for a bench trial and the Judge will make the decision based on charges, which trial type will proceed. The suspect will be offered bail (not repeat offenders, flight risk, or a threat to themselves or others) pending a resolution from an agreement or trial. If they are not offered bail or they can’t pay bail they will wait out their sentence in prison. If charged with a capital offense or facing a life sentence, they will be kept in prison until the trial date is established.

Please work with lawyers, not against them; they are part of the system just like you. Ensure you make a reasonable effort to contact them if they are requested specifically." Statements When recording a statement, be sure to take down all the info in detail. It is perfectly acceptable to ask someone to slow down and to request they repeat themselves. All reports and witness statements are to be added as notes to preexisting reports or as their own incidents in MDT.

Warrants

To file a search warrant to be sent off to a judge, complete the following form and submit to a supervisor. To file an arrest warrant, create an Incident Report with all details, statements, relevant evidence, and charges and submit it to a Supervisor/Detective requesting that they send it to a Judge.

Failure to provide identification / unknown suspect

A suspect who fails to provide verifiable ID shall have the following performed:

  • Create an INCIDENT REPORT under the arresting officer.
  • Note that the record is for an unknown suspect in the notes section.
  • Continue recording the details, evidence, and relevant information as usual.
  • Finger Print suspect.

If Fingerprints come back as a match then continue as usual, if not:

  • Inform them of the record number and that they must secure their own lawyer by using the phones in Boiling Brooke.
  • Sentence them to 999999 hours and send them on their way.

Bench trials

The following are instructions to request training from Judges on Bench Trials. Judges are not always available but are always willing to try and work around your schedule. Judges run bench trials in which Police are responsible for presenting the case to the Judge and are willing to assist you in learning the rules and procedures for this type of trial. Contact a judge for a breakdown, mock trial or any questions.

GPS

To enable GPS you can get a GPS device from the supply shop for the department. You can enable this device or disable it at will. You’re highly encouraged to have it enabled while you’re available for calls.
